Navigate the latest rules, caps, and waivers under the Dakshin Haryana Bijli Vitran Nigam (DHBVN) jurisdiction. Ensure your rooftop solar is correctly sized and legally compliant.
Installing a grid-connected solar power plant in Gurgaon offers massive savings, but it requires full compliance with the guidelines set by the Haryana Electricity Regulatory Commission (HERC) and executed by Dakshin Haryana Bijli Vitran Nigam (DHBVN). Ignoring these regulations leads to sizing errors or severe delays in grid connectivity.
Navigating the discom approval cycle requires specific submissions. Here is the sequential workflow Voltmen Solar manages on your behalf:
We register the client's connection details on the National Solar Portal. We submit consumer details, active DHBVN account number, and sanctioned load parameters to initiate the discom validation loop.
The local DHBVN Sub-Divisional Officer (SDO) reviews the local transformer load distribution. Once cleared (confirming total solar capacity does not exceed local transformer threshold caps), the official feasibility NOC is issued online (7–10 days).
Voltmen Solar executes the site construction. Once mechanical and electrical works are done, we submit a formal Work Completion Report alongside standard lab test certificates for modules, inverters, and structural integrity.
The customer purchases an approved bidirectional dual-register meter (securely logging imported and exported units). We submit this meter to the DHBVN testing lab for calibration, testing, and official sealing.
Discom engineers inspect the site to verify the isolation switches (ACDB/DCDB) and earthing safety. The unidirectional meter is swapped with the certified bidirectional net meter, and the solar plant goes live.
Under the HERC Net Metering regulations, grid-connected solar plants must adhere strictly to the following utility limitations:
Your solar plant's AC output capacity cannot exceed **100% of your sanctioned load** as registered in your DHBVN bill. If your sanctioned load is 5 kW, the maximum solar inverter size you can install is 5 kW.
Systems up to **5 kW** are permitted on single-phase lines. Any solar installation exceeding **5 kW** requires a three-phase connection. Voltmen Solar coordinates line upgrades if your home needs a phase change.
The most critical regulation is the **90% annual generation capping rule**. The total electricity credit offset allowed in a financial year is capped at 90% of your total grid unit consumption.
Financial Settlement (March 31st):
Any accrued export credits up to the 90% cap that remain unused at the end of the financial year (March 31st) are purchased back by DHBVN at the Average Power Purchase Cost (APPC) rate (approx ₹3.50 - ₹4.00 per unit). The credits are adjusted directly into your next utility cycle bills. System oversizing beyond your actual load profile reduces your overall return on investment.
Before applying, ensure you have these documents prepared to prevent discom application rejections:
For residential and domestic rooftop solar systems, HERC has exempted solar banking charges. However, commercial, industrial, and third-party open access solar setups face specific banking charges and open access cross-subsidy surcharges depending on voltage levels.
Yes. The solar plant and net metering contract are tied to the registered electricity consumer number (CA number). If property ownership changes, we file a transfer request on the DHBVN portal to update consumer names.
Standard grid-tied on-grid solar systems automatically shut down during grid outages (anti-islanding protection). This safety feature protects grid maintenance workers from electrical back-feeds. For continuous backup, a hybrid solar system equipped with physical isolators and lithium batteries is required.
